I suspect if more dioceses adopted this approach, this might become more widespread than just Phoenix. People fall away for any number of reasons. Most of those reasons can be addressed by a welcoming parish willing to take the time to address these issues. And it needs to be as much of the parish as possible. One overworked priest, as much as he might like to, can't be expected to do it all.
